Launched by the Saudi Standards, Metrology and Quality Organization (SASO) in collaboration with the business services company Thiqa, SABER is a cornerstone of the Saudi Product Safety Program, known as “SALEEM.”

Types of Certificates on SABER
Most products require two key certificates to ensure compliance:
1. Product Certificate of Conformity (PCoC):
Proves that the product complies with relevant Saudi technical regulations and standards.
- Issued per product or model.
- Valid for one year.
- Includes product details, country of origin, manufacturer, etc.
2. Shipment Certificate of Conformity (SCoC):
Verifies that the shipment contains PCoC-certified products and meets import requirements.
- Issued per shipment.
- Valid only for the shipment it was issued for (typically valid for 60 days).
- Not reusable for other shipments.
How to Register on SABER: Step-by-Step
1. Create an Account
- Visit www.saber.sa
- Click “Create New Account.”
- Select the account type: Importer, Local Manufacturer, or Individual.
- Fill in business details (company name, commercial registration number, contact info).
- Commercial importers need a valid Saudi CR. Individuals require a national ID or residency permit.
- Complete registration and confirm via email or SMS.
2. Product Registration
- Log into your SABER account.
- Choose “Register New Product”.
- Enter the HS Code (Harmonized System Code) to classify the product correctly.
- Input product data: name, brand, origin, model number, images, packaging, and technical specs.
- Specify if the product is regulated under Saudi technical rules (e.g., electronics, toys, auto parts, construction materials).
- If not regulated, self-declaration may be sufficient.
- Choose an approved Conformity Assessment Body (CAB) based on specialization, reputation, and pricing.
- Upload required documents:
- Test report from an accredited lab.
- Manufacturer’s trade license (if available).
- Supplier’s declaration of conformity.
- High-quality product images.
- Once reviewed and approved, the CAB will issue your PCoC electronically. Valid for 1 year.
3. Shipment Certificate for Each Shipment
- Log in to your account.
- Select “Issue SCoC for Shipment.”
- Link the shipment to an active PCoC (if regulated).
- Fill in shipping details:
- Commercial invoice number
- Packing list
- Bill of lading or air waybill
- Quantity and model info for each product
- Any additional data required by SABER
- The same CAB that issued the PCoC will review the shipment documents.
- Pay the SCoC issuance fee via SADAD system.
4. Issuance of SCoC
- After approval and payment, the Shipment Certificate (SCoC) is issued electronically.
- It is automatically sent to Saudi Customs, making clearance smoother and faster.
